Mid-speech, Maduro and his wife, Cilia Flores, looked up at the sky and winced after hearing the sound of an explosion. He blamed Colombian President Juan Manuel Santos for the incident.

The president has said on multiple occasions that he believes the USA would benefit from improving relations with Russian Federation.

CNN has reached out to Seagal's spokesperson for comment. In his first big role in the 1988 movie Above the Law, Seagal played a former Central Intelligence Agency agent, and in one of his latest films, Mercenary: Absolution, he played a contract killer.

Russian Federation isn't the only country offering overtures to Seagal.

Seagal's grandmother was born in Vladivostok, and the actor and Putin share a passion for martial arts.

In 2014, Seagal posted a statement on his website to clarify that he had been misquoted by media outlets saying he called Vladimir Putin, the Russian president, the world's greatest leader. Seagal says: "I'll never, ever falter".
