The report, though, could cause new problems for Trump, as he did not report the payment in last year's filing.

Trump had previously disputed whether he was aware of the payment by Cohen and if he reimbursed his lawyer.

The disclosure form said that Trump has about $1.5 billion in assets. "At the time he filed it past year, he may not have known this payment was made or that a payment was made at all".

"In 2016, expenses were incurred by one of Donald J. Trump's attorneys, Michael Cohen", read a footnote on the form.

While Trump has stated publicly he knew nothing about the payment to Daniels, Shaub maintained that the financial disclosure indicates that Trump did know about his debt to Cohen when he filed disclosure a year ago.

But two weeks ago, Giuliani - in one of his first interviews as Trump's latest lawyer - claimed that Trump reimbursed Cohen for the payment to Daniels. The Office of Government Ethics said the president's report is under review.

But ethics experts say that if that payment was knowingly and wilfully left out, Mr Trump could be in violation of federal ethics laws. But campaign finance law treats personal loans as contributions and the $5,400 limit would have applied.

"It is good that in the face of overwhelming evidence and public pressure, the president came clean about this liability on this year's form", Bookbinder stated, "But we now have to wonder how many other liabilities for similar payments he has that he still has not disclosed because he has not been publicly called out on them".

Daniels has alleged she had a sexual encounter with Trump in 2006, a claim he denies. Apol's letter was released with the Trump disclosures.

All those 12-month figures are down from the president's previous report, but that earlier one covered about 14 months so it is not comparable.

In all, Mr Trump's vast array of assets - hotels, resorts, books, licensing deals and other business ventures - generated revenue past year of at least 453 million. Cohen offered to help find projects for Qatar to sponsor, in exchange for a $1 million upfront fee, the newspaper reported. But Schaub noted that Trump tried to avoid certifying the accuracy of the 2017 disclosure.
