While Trump has stated publicly he knew nothing about the payment to Daniels, Shaub maintained that the financial disclosure indicates that Trump did know about his debt to Cohen when he filed disclosure a year ago.
But two weeks ago, Giuliani - in one of his first interviews as Trump's latest lawyer - claimed that Trump reimbursed Cohen for the payment to Daniels. The Office of Government Ethics said the president's report is under review.

But ethics experts say that if that payment was knowingly and wilfully left out, Mr Trump could be in violation of federal ethics laws. But campaign finance law treats personal loans as contributions and the $5,400 limit would have applied.
"It is good that in the face of overwhelming evidence and public pressure, the president came clean about this liability on this year's form", Bookbinder stated, "But we now have to wonder how many other liabilities for similar payments he has that he still has not disclosed because he has not been publicly called out on them".
